What Happened to Canada's Start-Up Visa?

On January 1, 2026, IRCC officially closed the federal Start-Up Visa Program to new applicants — leaving thousands of qualified entrepreneurs stranded.

43,000+ Applications stuck in the backlog as of early 2026

Why Waiting Won't Fix This

The backlog is not shrinking — IRCC's own data shows it doubled in 2025

Your family's financial and emotional limbo costs more every year you wait

Policy could change further — new restrictions are always possible without notice

A commitment certificate from a designated org means nothing if the program stays closed

Your Roadmap: SUV Alternative in 3 Phases

From nowhere to Canada PR — structured, proven, time-bound

1
Phase 1

Land Fast — Work Permit

C11 or C10 work permit issued. You enter Canada, your spouse gets an open work permit, your kids study. You're building in months.

2
Phase 2

Establish Your Business

Launch or acquire in a Canadian province. Build revenue, hire locally, generate the economic footprint that Express Entry and PNP programs reward.

3
Phase 3

PR via PNP + Express Entry

Provincial nomination = +600 CRS points. Combined with Canadian work experience, this puts you at the front of the EE queue. PR in 2–3 years total.

Is This Path Right for You?

International entrepreneur wanting to build in Canada
Had a SUV commitment certificate in progress (even if not submitted)
Startup founder with a scalable business idea or active company
Investor or co-founder targeting Canada as your next market
CPTPP citizen (Vietnam, Australia, Japan, Mexico, Peru, etc.) looking to invest
Employee being transferred from your company's foreign office to Canada
Self-employed professional or consultant ready to actually move, not wait indefinitely

What Clients Say

Real outcomes from entrepreneurs who pivoted when the SUV closed.

★★★★★

"I had my SUV commitment certificate signed by a designated org. Then IRCC closed the program in December. IMM showed me the C11 route — we're running our SaaS platform in Toronto 7 months later."

— Minh T.
Tech Founder, Toronto

"10 years is not a plan. The SUV backlog was my nightmare. C11 + PNP gave me a real timeline. My family is in Vancouver now — my kids are in school, I'm building my consulting practice."

— Rashid K.

★★★★★

"I was accepted into a Canadian incubator in 2025 — perfect for SUV. When it closed, I thought my dreams were over. IMM pivoted my file to C11. I got my work permit before my SUV peers even got an update."

Frequently Asked Questions

Is the Start-Up Visa coming back?
The 2026 closure is treated as indefinite by IRCC. While legislation could theoretically reopen it, the backlog of 43,000+ files and 10-year processing times suggest any revival would take years to implement. C11/C10 gives you a real, working solution today — not a hope for tomorrow.
Do I qualify for the C11 work permit?
The main requirement is owning 50%+ of a business that will benefit Canada. You don't need a job offer, a designated organization, or a high net worth. We assess every case for free — reach out with your business background and we'll give you a straight answer.
Is C10 harder than C11?
C10 requires demonstrating "significant benefit" to Canada on a case-by-case basis — which means a stronger argument is needed around your business's economic impact. It's an excellent fit for founders with revenue, a team, or a well-developed plan. We handle the argument.
Can I use my SUV commitment letter for C11/C10?
Your SUV commitment letter cannot be used for the SUV program (since it's closed), but your relationship with the designated organization and the legitimacy of your business plan absolutely strengthen your C11/C10 case. We leverage what you've already built.
How long does the entire process take?
Work permit: 4–8 months. Business establishment in Canada: 6–12 months. Provincial nomination + Express Entry: 12–18 months. In total, most clients reach PR in 2–3 years — compared to 10+ years for the frozen SUV path.
Can my family come with me?
Yes. C11/C10 work permits include open work permit eligibility for your spouse and dependent children. Your spouse can work for any Canadian employer, and your children can study at Canadian schools — all while you're building your business.
How much does this cost compared to SUV?
No designated organization fee (which can run $75,000–$150,000 CAD for SUV). C11 processing fees are standard IRCC fees. Full-service RCIC-supervised packages are a fraction of what a failed SUV pathway costs in lost time, opportunity, and stress.
What is the T50 — CPTPP Investor pathway?
The T50 work permit is issued under Canada's International Mobility Program (IMP) through the CPTPP trade agreement. If you're a citizen of a CPTPP member country (Vietnam, Australia, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, Brunei, Chile), you can apply as an investor or business manager without an LMIA, without 50% ownership, and without a Canadian job offer. Processing is notably faster — as quick as 4–8 weeks. Vietnam is a CPTPP member, making this highly relevant for IMM AI clients.
What is the ICT — Intra-Company Transfer (C50)?
The ICT (Intra-Company Transfer) work permit, coded C50 under R204 of the Immigration and Refugee Protection Regulations, allows multinational companies to transfer employees from their foreign operations to work at their Canadian branch, affiliate, or subsidiary. Requirements: you must have worked for the company abroad for at least 6 months, be transferred to a managerial, executive, or specialized knowledge role, and the Canadian and foreign entities must be legally related. Your spouse can get an open work permit, and ICT holders have a clear PR pathway via Express Entry or PNP.
Which pathway is fastest — C11, T50, ICT, or C10?
T50 (CPTPP) and ICT (C50) are the fastest — typically 4–8 weeks for the work permit. C11 and C10 take longer (4–8 months) but don't require you to be employed by or invest in a specific company beforehand. Which is best for you depends on your current situation: whether you have a foreign employer willing to transfer you (ICT), hold CPTPP citizenship (T50), or are an independent entrepreneur (C11/C10).
